    1. Introduction


    The 12th International Conference on Space, Aero­nautical and Navigational Electronics (ICSANE 2016) in conjunction with the 2016 IEEE Geoscience and Remote Sensing Society Joint Chapters Meeting was held at National Taipei University of Technology (NTUT), Taipei on November 24-25, 2016. This conference was organized by the IEEE Taipei Chapter of Geoscience and Remote Sensing Society (GRSS), Tech­nical Group on Space, Aeronautical and Navigational Electronics (SANE) of the Institute of Electronics, Information and Communication Engineers (IEICE), NTUT and sponsored by IEEE GRSS, Japan Aerospace Exploration Agency (JAXA), Japan, Electronic Navigation Research Institute (ENRI), Japan; Ministry of Science and Technology (MOST), Taiwan; Ministry of Education (MOE), Taiwan, National Space Organization (NSPO), Taiwan; Taiwan Semiconductor Manufacturing Company (TSMC) , Taiwan.


    2. Purpose of Conference


    The first ICSANE (former name is workshop on Space, Aeronautical and Navigational Electronics,WSANE) was held in Daejeon, Korea, 2005. After that, ICSANE takes place every year in Asia-Pacific region. ICSANE aimed on providing an opportunity for system engineers and researchers to discuss new and viable technical topics of electronics system in spacecraft, aircraft, ships and ground facilities. The detail covered topics are the following:


     


    (1) Satellite and space-station systems


    (2) Remote sensing and scientific observation  technology


    (3) Radar systems and applications


    (4) Navigational and communication systems


     


    3. Organizing Committee


    The Steering committee of ICSANE2016 was strongly leaded by Co-Chairs and supported by Co-Chairs of Organizing Committee. The other organization is technical program committee. These main committee members are listed as the followings.

    4. Program and Activities 


    At the opening ceremony of ICSANE2016 in conjunction with the 2016 IEEE Geoscience and Remote Sensing Society Joint Chapters Meeting, President Leeh-Ter Yao of NTUT delivered his warmly welcome address and the introduction of NTUT. Next, Prof. Hirokazu Kobayashi, who is a chair of SANE, IEICE, expressed his thanks and talked about SANE and ICSANE history. Prof. Yang-Lang Chang, the Chair of GRSS Taipei Chapter, presented the introduction of ICSANE2016. 


    ICSANE 2016 had two keynote talks. First is ALOS2 Polarimetric Radar Observation over South-East Asia presented by Prof. Yoshio Yamaguchi, Niigata Univer­sity, Japan, and second is Recent Advances in High- Performance Computing for Remote Sensing presented by Prof. Bormin Huang, Space Science and Engineer­ing Center, University of Wisconsin-Madison, USA.  


    The technical program of ICSANE2016 consisted of oral and poster sessions. The poster session was originally prepared for the researchers. The 45 papers in regular sessions and the 5 papers in poster session were presented. The papers covered the variety technologies which are satellite, aircraft navigation, radar signal processing, synthetic aperture radar (SAR), polarimetric and interferometric SAR technologies, etc. Total number of participants reached is around 180 (includes NTUT students) in the two days from seven countries: Japan, Taiwan, Malaysia, USA, France, Thailand, Hong-Kong China. Two night events were held in ICSANE2016. They are Welcome Reception and Award Banquet.   


    In the second day, a technical tour to Taiwan Taoyuan International Airport Air Traffic Control Tower, Air Navigation and Weather Services (ANWS) was conducted.  


     


    5. 2016 IEEE GRS-S Taipei Chapter Best Thesis Award Ceremony


    The IEEE GRS-S Taipei Chapter Best Thesis Award has been established to recognize both college and graduate students who are excellent in the field of geoscience and remote sensing. The Best Thesis Award is granted on an annual basis to full-time students who excel in the academic pursuits during their studies. Each geoscience and remote sensing related academic department is allowed to nominate some candidates, who have to compete with other top students in the same faculty for the Award. In selecting the individuals, the factors considered are significance of both academic and educational contributions in terms of innovation and the extent of its overall impacts. The 2016 IEEE GRS-S Taipei Chapter Best Thesis Award is presented to 5 students who come from 3 different universities. In the night of December 25th, an award banquet was held at Grand Halls, PALAIS de CHINE Hotel. We celebrated the winners of 2016 IEEE GRS-S Taipei Chapter Best Thesis Award. The winners are as follows:


     


    ² The PhD Thesis Award: Dr. Chia-Hsiang Lin, Institute of Communications Engineering, & Department of Electrical Engineering, National Tsing Hua University.


    ² The Master Thesis Awards: Mr. Zhong-Qi Miao, Department of Communications, Navigation and Control Engineering, National Taiwan Ocean University,


    ² The Master Thesis Awards: Mr. Sheng-Yung Shih, Department of Electrical Engineering, National Taipei University of Technology.


    ² The Master Thesis Awards: Mr. Ming-Xiu Xu, Department of Electrical Engineering, National Taipei University of Technology.


          The ICSANE 2016 in conjunction with the 2016 IEEE Geoscience and Remote Sensing Society Joint Chapters Meeting was successfully held in Taiwan. We hope that all the participants in this conference enjoyed the presentation and discussions on the future trends and the latest advances of research and development on Geoscience, Remote Sensing, Space, Aeronautical and Navigational Electronics.
